35th Foreign Secretary
Vikram Misri, born on 7 November 1964, is an Indian diplomat currently holding the position of the 35th Foreign Secretary of India. He assumed office in July 2024, succeeding Vinay Mohan Kwatra. Prior to this role, Misri served as the Deputy National Security Advisor of India from 1 January 2022 until 14 July 2024, taking over from Pankaj Saran. Additionally, he was the ambassador of India to China from January 2019 to December 2021. Misri has also held positions as the private secretary to Prime Ministers Inder Kumar Gujral, Manmohan Singh, and Narendra Modi, as well as the Indian ambassador to Spain and Myanmar.
Early life and educations and family of Vikram Misri
- Misri was born in Srinagar, India on 7 November 1964 to a Kashmiri Hindu family.
- He received his early education at the Scindia School and later obtained his undergraduate degree in history from the Hindu College of the University of Delhi.
- Additionally, he pursued an MBA at the XLRI –Xavier Labour Relations Institute, Jamshedpur.
- Misri is married to Dolly Misri and has two children. He is proficient in English, Hindi, and Kashmiri, and also has a basic understanding of French

- Following the completion of his education, Misri spent three years working in the field of advertising.
- In 1989, he transitioned to the Indian Foreign Service. From 1991 to 1996, he held various roles in the Indian missions in Brussels and Tunis.
- In 1997, he was appointed as the Private Secretary to Prime Minister Inder Kumar Gujral. Subsequently, he gained experience in the Prime Minister’s Office, Ministry of External Affairs, and various Indian missions abroad.
- In 2012, he assumed the role of private secretary to Prime Minister Manmohan Singh. He continued in this position when Narendra Modi took office. In 2014,

- Vikram Misri has had a number of overseas assignments, including serving as a Third/Second Secretary in the Embassy of India in Brussels from January 1991 to September 1993,
- Secretary in the Embassy of India in Tunis from September 1993 to October 1996, and a First Secretary/Counsellor/C.d´A in the High Commission of India in Islamabad from August 2000 to September 2003.
- He also served as a Political Counsellor in the Embassy of India in Washington D.C. from September 2003 to October 2006, Deputy High Commissioner of India in Sri Lanka from September 2008 to September 2011.
- Consul General of India in Munich from September 2011 to February 2012.
- Additionally, he was the Ambassador of India to Spain from August 2014 to August 2016,
- Ambassador of India to Myanmar from August 2016 to December 2018, and the Ambassador to China from 2019 to December 2021.

- In 2019, he was appointed as the ambassador to China. During the China–India skirmishes of 2020–2021, he engaged in a series of meetings with senior Chinese officials, including Liu Jianchao, to address the escalating tension
- Misri, a prominent expert on China within the external affairs ministry, previously served as an ambassador in Beijing. In January 2022, he was assigned to the National Security Council Secretariat.
- It was suggested that he would be well-suited for the role of foreign secretary due to his extensive knowledge of China, which continues to be India’s primary foreign policy concern.

Mr. Misri was appointed as the new Foreign Secretary of India on 28 June 2024, taking over from Vinay Mohan Kwatra. He officially became the 35th Foreign Secretary on 15 July 2024.
