Shooting Legend Randhir Singh Makes History as First Indian President of the Olympic Council of Asia

Randhir Singh: The  True Pioneer for Indian Sports and Administrative Systems

In a career spanning sixty five years of age on October 18th, 2005 Randhir Singh emerged a legendary icon of Indian sports, popular in Indian and world sports administration. A former shooter who had been part of the Indian team for five Olympic games, Singh has played an instrumental role in developing the administration of sports in India as well as Asia. As a star shooter player and a highly decorated athlete who later grew to become an internationally recognized sports administrator his commitment to the growth of the sector is evident.

Early Life and Education of Randhir Singh

 

Randhir Singh was born into a royal family in Patiala, Punjab Province, British India, on October 18, 1946. He is the son of Bhalindra Singh, a prominent sports administrator, and a younger son of Maharaja Bhupinder Singh of Patiala. The sports legacy in Singh’s family runs deep; his father, Bhalindra Singh, was an International Olympic Committee (IOC) member from 1947 to 1992 and served as President of the Indian Olympic Association (IOA) during two separate terms (1960–1975 and 1990–1984). Singh’s uncle, Maharaja Yadavindra Singh, the last Maharaja of Patiala, played an instrumental role in organizing the first Asian Games in Delhi in 1951.

Singh received his early education at Yadavindra Public School in Patiala, a school founded by his family to provide quality education in the region. He later graduated from St. Stephen’s College in Delhi with a Bachelor of Arts degree in History. An avid sportsman from a young age, Singh played cricket during his school and college days, where he was a notable one-down batsman and a bowler for his school and college teams.

Shooting Career of Randhir Singh

Randhir Singh’s introduction to shooting came through his aunt, who was a national-level shooter and inspired him to take up the sport. Singh made his competitive debut in 1964 and quickly established himself as a talented shooter, winning his first national individual title in skeet shooting in 1967. Although he initially aspired to play cricket, his focus shifted entirely to shooting, where he made significant strides.

Perhaps the high-point in Singh’s career came in the Asian Games of 1978 when he came to symbolize the shooting aficionado from India in terms of gold medal that he won.

His achievement really added a turnaround for the Indian shooting in addition to creating a new generation for the athletes in India. While in the games Singh competed in five Olympic games – 1968, 1972, 1976, 1980 and 1984 – and his best result to date were 17th place in the 1968 Mexico City Olympics. Apart from the Olympics, Singh secured several medals in four versions of the Asian Games between 1978 and 1994 along with a gold medal in Trap Shooting in 1978, a bronze in 1982 and a team silver in 1986.

His brilliant shooting career got over with the 1994 Asian Games.

Transition to Sports Administration

Passage of sports administration in Singh’s noble career from an illustrious athlete was initiated in the year 1984. This kind of experience given Singh’s background in competitive sports made him easily ascend the ladder of sports administration. He was appointed as the Honorary Secretary General of the IOA in 1987 and served until 2012 serving till age of 60. The period of C.K. Verma at the IOA was characterized by his attempts to increase professional level of sports administration and conditions for the Indian sportsmen.
In 1991 he became a Secretary General of Olympic Council of Asia (OCA) an organization where he served until 2015. As the chief of the OCA, he increased the organization’s size and authority and managed to coordinate many effective sporting events in the continent. Singh was very instrumental in the hosting of the 2010 Commonwealth Games in Delhi where he was the Vice Chairman of the Organizing Committee.

It was first time in India when any kind of games were organized and these games were played in New Delhi which brought out the capability of India in the field of sports.

In addition to his roles in the IOA and OCA, Singh became a member of the International Olympic Committee (IOC) in 2001, serving until 2014, when he was named an honorary member. His contributions to the IOC included involvement in key committees such as the Olympic Games Study, Sport for All, Women and Sport, and the International Olympic Truce Foundation.

 

Acting Presidency of the Olympic Council of Asia (2021–Present)

 

In 2021, Singh took on the role of Acting President of the Olympic Council of Asia after the resignation of Sheikh Ahmad Al-Fahad Al-Sabah. Singh’s leadership during this period was marked by stability and the implementation of significant reforms. As Acting President, he has overseen important decisions, including allowing Russian and Belarusian athletes to compete in OCA events as neutral athletes amidst international sports sanctions.

 

Randhir Singh was officially declared as the first Indian President of Olympic Council of Asia on September 8, 2024 during the 44 th General Assembly of OCA in New Delhi. This moment therefore became significant in the new direction that Singh was to take in his career journey and it pinpointed the remaining decades of his struggle on the enhancement of Asian sports. Notable government personalities that graced the event include the Indian Minister of Youth Affairs and Sports, Mansukh Mandaviya as well as heads of sports associations in Asia.


Co-decision on International Sports Governance

Apart from managerial positions in India and Asia, Randhir Singh has participated in other capacities within the internationals sports management. He has served with the ANOC and has been a member of the ANOC Executive Council since 2002. Singh also was the member of, World Anti-Doping Agency (WADA) board of directors and the Finance and Administration Committee of WADA where he had proactive role in implementing anti-doping policies in the world.

Awards and recognition of Randhir Singh 

Singh’s endeavors towards sports promotion and fair play has been awarded with the OCA Award of Merit in 2005 and the ANOC Merit Award in 2006, and the Olympic Order in Silver in 2014. His exceptional efforts towards sporting activities were also rewarded with Honorary Doctorate in Sports Science from Lakshmibai National institute of Physical Education a sign of his continued influence in the administration of sports.Legacy and Awards

Some of the honours which came along the way at his career are awards in sports administration and sports activities. He was awarded with Arjuna Award in 1979 which is the second highest sporting award in India for shooting. Adding to this contribution in sports, he played he also contributed to lifting the status of Indian sports internationally and giving support to athletes.

The career of Randhir Singh who started a mere athlete and  today one of the biggest names in the Indian sports’ administration paints the picture of dedication, vision and a performance driven spirit.

When Singh was first elected as the first Indian President of the Olympic Council of Asia, he again brought out his passion to work continued to inspire and provide direction to the group in its pursuit of growth, passion, sustainability, and responsibility for the future of the Asian and world sports. It is for this reason that his life and sports career provides a ‘tale’ of how a sport can go beyond the physical accomplishments of the individual and serve the interests of the larger community.
